Ambassador Benavidez Calls On Filipinos In Brunei Darussalam To Register For The 2010 General Elections
H.E. Ambassador Virginia H. Benavidez is calling on all Filipino nationals based in Brunei Darussalam to register as overseas absentee voters in the Philippine Embassy in Bandar Seri Begawan for next year's general elections. "I am calling on all my kababayans, who are not otherwise disqualified under the law, to register as overseas absentee voters and exercise their right to select the country's next president, vice-president, and the 12 senators in the 2010 national elections." She further clarified those who need to register in the Philippine Embassy in Brunei Darussalam are the following:
- New voters who will be at least 18 years old and will be based in Brunei Darussalam at the time of the general elections in 10 May 2010. Those not 18 years old during the registration period can also register, provided that they will be 18 years old during election day;
- Voters who are registered elsewhere but have moved residence and will be based in Brunei Darussalam at the time of the general elections in 10 May 2010; and
- Filipino nationals who registered as overseas absentee voters in Brunei Darussalam during the 2004 general elections but failed to vote during the 2004 and 2007 elections. Their names have already been deleted from the National Registry of Overseas Absentee Voters (NROAV)/Certified List 01 Overseas Absentee Voters ((CLOAV) per COMELEC Resolution No. 8565 dated 12 December 2008.
Those who have previously registered in the Philippine Embassy in Brunei Darussalam and were able to vote in 2004 and 2007 need not re-register.
The Commission on Elections (COMELEC) announced that the system of continuinc registration for overseas absentee voters (OAV) will commence on 1 February 2009 and end on 31 August 2009.
Ambassador Benavidez enumerated the general requirements for those eligible to register and vote during the 2010 general elections:
- All Filipino citizens who will be based abroad during the 2010 general elections, who are at least 18 years of age on 10 May 2010 and are not otherwise disqualified by law;
- Those who have reacquired or retained their Philippine citizenship under RA 9225 and other Filipino citizens with dual citizenship; and
- Immigrants or permanent residents of other countries who are recognized as such in their host countries, who upon filing of an application for registration as an overseas absentee voter, must execute an affidavit stating that he shall resume actual physical permanent residence in the Philippines pursuant to Section 5 of R.A. 9189 and that he has not applied for citizenship in another country.
Ambassador Benavidez added that Filipino nationals who wish to register as overseas absentee voters are requested to personally appear at the Consular Section of the Philippine Embassy in Bandar Seri Begawan and accomplish OAV Form No. 1 which can be obtained from the Embassy or downloaded from the following websites: http://www.philippineembassybrunei.net, www.comelec.gov.ph , and/or www.dfa.gov.ph. The accomplished OAV Form No. 1 will be submitted together with supporting documents (i.e. valid passport or appropriate certification if passport is not available; seaman's book for seafarers). The applicant will then be asked to submit to biometrics capture (electronic or digital recording of photograph, signature and right thumb mark).

TO ALL FILIPINO CITIZENS
All citizens of the Philippines abroad not otherwise disqualified by law, at least eighteen (18) years of age on the day of the election and who wish to vote for President, Vice-President, Senators and Party List Representatives for purposes of the May 10, 2010 National Elections must file applications for registration/certification as overseas absentee voters from December 01, 2008 to August 31, 2009. The voting period will be from April 10, 2010 until 3:00 p.m. Philippine time of May 10, 2010.
